Nineteen of Medvedev's 21 victories have been earned on hard courts
A comeback Medvedev won his initial championship for over two years with victory over Frenchman Moutet in the tournament championship match.
The athlete, a ex- number one, has had a difficult period, managing just one win at the big events and experiencing a difficult moment at the US Open.
His varied form on the ATP Tour - and struggles with his service game in specific - resulted in him dropping out of the elite rankings and finally splitting with former trainer Cervara.
Now training with his coach and his other coach, he has gradually advanced in the last few weeks - culminating in a tightly fought three-set win over challenger Moutet.
This represents his initial title after the Italian tournament and maiden on a hard surface after March of 2023.
The win also indicates Medvedev has secured twenty-one championships at 21 different tournaments.
"It's the first time I am participating in a competition with my both daughters together, so to win a championship is especially meaningful," commented ranked player Daniil Medvedev.
"This title is in honour of my younger daughter her name, because the initial championship I got when my first daughter Alisa was born was for her."
Medvedev, the former major winner, had lost his previous six championship matches, featuring in that event previously this season.
Medvedev's counter-punching approach and recurring emotional displays on the tennis court had caused commentators to doubt if his skill to play at the top level was finished.
However the player has altered his approach in the past month, making an effort to approach the net and perform assertively, supported by an better service.
The champion came back from a disadvantage in the initial set against the difficult opponent, securing four of the final five games to gain the advantage.
The pair swapped break points in the following set before Moutet, striving for his first ATP Tour championship, seized the initiative to force a decider.
Moutet defended four initial break points in a close final set before the champion won the break to that score to close out the victory.
Fittingly, the winner clinched the win with a point at the front of the court, with Moutet incapable to handle a return after a lengthy match.
